BLAME IT ON THE HOCHUL: Assembly Speaker Carl Heastie is saying it’s Hochul’s fault budget talks have stalled, as state legislators officially gave up on passing the spending plan by Monday’s deadline, POLITICO Pro reports.

Heastie highlighted changes to the discovery laws and a proposed school cell phone ban as the issues causing the latest logjam.

“On Monday, I thought we were at a good conceptual place on discovery, and we have gotten no language from the second floor,” Heastie said, referring to the governor’s office. “We were in a good conceptual place on cell phones … and we’ve got no language. Things are kind of at a standstill.”

Hochul spokesperson Avi Small said the governor is negotiating in “good faith.”

Heastie lamented Thursday that actual budgetary issues aren’t what’s holding things up.

“This much money,” he said while holding two fingers a millimeter apart. “This much policy,” he said while stretching his arms as wide as they could go. “If there’s a way I could put my two fingers into each other so they’d be on the other side, that’s how much time we’ve spent on money.” — Bill Mahoney
